About the College of Maritime Education

The College of Maritime Education is composed of two academic departments established in 1974. [The Marine Transportation and The Marine Engineering Department.] In congruence with the mission of Capitol University to develop “Total Persons”, the college has consistently and successfully pursued the mission of producing highly-trained and well-equipped graduates to become competent Merchant Marine Officers duly qualified under domestic and international standards.

Being committed to excellence, the College, continuously improves its physical plant and facilities with the acquisition of the latest Poseidon ARPA / RADAR and GMDSS simulation system, including the Integrated Bridge Console for the Marine Transportation department as well as the Engine Control Console for the Marine Engineering Department. Library holdings on Maritime education are updated and includes various electronic journals of maritime entities around the world. With these continual improvements is the continuing upgrade of the competencies of its faculty and active involvement in research and extension.

The Capitol University College of Maritime Education STO Online Requirement Monitoring System assists every Shipboard Training Officer (STO) to check and monitor cadets and their documentary requirements and to comply with CMO 70 Series of 2017 or CHED/MARINA standards. The  notable provisions are as follows:

    1. Provide the necessary guidance and thorough orientation/ familiarization of all its BSMT and / or BSMARE students who completed their academic requirements regarding the 12 months seagoing service especially on the proper way of accomplishing and filling – in of entries in the approved TRB or the 36 months seagoing service documents to be used as evidence of shipboard training, prior to commencement of onboard training.
    2. Ensure that the students who completed their academic requirements shall have a slot available for shipboard training. The 12 months structured seagoing service shall be enrolled prior to embarkation.The 36 months seagoing service shall be enrolled within the required 36 months prior to validation and assessment;
    3. Ensure that a monitoring system for students undergoing onboard training shall be established. The system shall include the following but not limited to:
    4. The Name of the Cadet
    5. Program Enrolled
    6. Indication whether enrolled or not
    7. Date of Embarkation/Disembarkation
    8. Route (Domestic or International)
    9. Ship’s Particulars (gross tonnage or propulsion power as appropriate.
    10. Providing guidance and assistance as to onboard welfare, personal and professional concerns when necessary
    11. Ensure that in case of any unusual events or incidents, the CHED regional Office and the parents are promptly provided with information or reports on the status of students and assistance rendered. The agreement between the MHEI and the shipping company should include the responsibility in reporting the status of students.
    12. Conduct debriefing, validation of the TRB and the seagoing service, and assessment of students after disembarkation.

The STO Online Requirement Monitoring System is a cloud-based communication platform that connects the STO and cadets. The system allows the Cadet to submit online the 63 – 77 required documents (provisions of CMO 70 Series of 2017) of cadets during pre-embarkation, while on-board and post-embarkation. Once requirements are passed, the STO or its Staff can check, track and validate each cadet’s regulatory documentation requirements and monitor his training progress since the TRB’s task summaries and Sea Projects requirements can be uploaded in the system.

The STO Online Requirement Monitoring System is capable of electronic filing, up-to-date monitoring of requirements, easy record finding, automatic generation of summary reports and Institution’s customization requirements i.e. ISO documentations are one of the system’s salient features.

The STO Online Requirement Monitoring System is partnered with a Facebook page that is used in reaching out to the cadet and assisting them on how to register and use the system. The system utilizes existing PCs, Printer, Scanner and a decent internet connection for a smooth monitoring process.


ONBOARD TRAING (OBT) PROGRAM FAQs

Onboard Training (OBT) pertains to the seagoing service requirement for BSMT or BSMarE students to qualify for graduation and to be accepted by the Maritime Administration to take the assessment of competence required for certification as Officer In Charge of a Navigational Watch on seagoing ships of 500 gross tonnage (GRT) or more under Regulation II/1 and as Officer In Charge of an Engineering Watch in a manned engine-room or designated duty engineer in a periodically unmanned engine-room on seagoing ships powered by main propulsion machinery of 750 kW propulsion power or more under Regulation III/1 of the STCW Convention, 1978, as amended.

What are the procedures if a Cadet decided not to pursue her Onboard Training (OBT) training after completion of classroom instructions (CCI)?

Basis Joint CHED-MARINA Memorandum Circular 01 series of 2019, in section 22.2.  states that .”… students who opted not to pursue or undertake the required OBT for whatever reason, shall not be included in the computation of the percentage deployment. Provided further that, such students shall be required to execute a duly notarized Affidavit of Undertaking stating clearly the reason(s) for not pursuing such requirement. Provided finally that, the notarized Affidavit of Undertaking shall be presented during inspection and/or monitoring activities conducted by the Maritime Administration (MARINA) and the Commission (CHED)”.

The procedures are as follows:

    3. Submit the duly notarized document to the OBT Supervisor for documentation.
What is Onboard Training?

Referred to or known as “Shipboard Training”, this pertains to the mandatory seagoing service under Regulations II/1 and III/1 of the STCW Convention, 1978, as amended, required for every candidate for certification as an Officer in Charge (OIC) of a Navigational Watch on ships of 500 gross tonnage or more or as an Officer in Charge (OIC) of an Engineering Watch in a manned engine-room on ships powered by main propulsion machinery of 750 kW propulsion power or more. The completion of OBT is a requirement for the conferment of the degree in BSMT or BSMarE.

Who are qualified to undergo Onboard Training (OBT) of the Capitol University- College of Maritime Education (CU-CME)?

All BSMT or BSMarE Cadets who have Completed Classroom Instruction (CCI) for OBT known as “Completed Academic Requirements”, this pertains to the completion of the required courses under the BSMT or BSMarE program prior to the OBT based on the Commission (CHED) and Maritime Administration (MARINA) approved curriculum.

For how long must a cadet undergo Onboard Training (OBT)?

The OBT requirement for BSMT Cadets shall be complied with by undergoing and completing:

    • Not less than 12 months of seagoing service, which shall include the performance of bridge watchkeeping duties for a period of not less than six (6) months under the supervision of the Master or a qualified deck officer, following a structured program of training onboard a seagoing ship of 500 gross tonnage or more engaged in international voyages, documented in the Training Record Book (TRB) designed by the ISF or any other entity in accordance with the requirements of the STCW Convention, 1978, as amended; or
    • Not less than 36 months of seagoing service onboard a seagoing ship of 500 gross tonnage or more engaged in domestic or international voyages, either as Ratings Forming Part of a Navigational Watch, or Able Seafarer Deck, or other relevant capacity in the Deck Department, which shall include the performance of bridge watchkeeping duties for a period of not less than six (6) months under the supervision of the Master or a qualified deck officer.
    • The required seagoing service of not less than 12 months or 36 months may be continuous or cumulative, taking into consideration the requirements of Maritime Labor Convention 2006.
    • The performance of bridge watchkeeping duties shall be documented using the Daily Journal of Bridge Watchkeeping Duty prescribed by the Maritime Administration.

The OBT requirement for BSMarE Cadets shall be complied with by undergoing and completing:

    • A combined workshop skills training and an approved seagoing service of not less than 12 months as part of an approved training program, which shall include the performance of engine-room watchkeeping duties for a period of not less than six (6) months under the supervision of the Chief Engineer or a qualified engineer officer, following a structured program of training onboard a seagoing ship powered by main propulsion machinery of 750 kW propulsion power or more engaged in international voyages, documented in the Training Record Book (TRB) designed by the ISF, GlobalMET or any other entity in accordance with the requirements of the STCW Convention,1978,as amended; or
    • A combined workshop skills training and an approved seagoing service of not less than 36 months of which not less than 30 months shall be seagoing service in the engine department onboard a seagoing ship powered by main propulsion machinery of 750 kW propulsion power or more engaged in domestic or international voyages, in a position either as Ratings Forming Part of a Watch in a Manned Engine-room or designated to perform duties in a Periodically Unmanned Engine-room, or Able Seafarer Engine, or any other relevant capacity in the Engine Department, which shall include the performance of engine-room watchkeeping duties for a period of not less than six (6) months under the supervision of the Chief Engineer or a qualified engineer officer.
    • The performance of an engine-room watchkeeping duties shall be documented using the Daily Journal of Engine-room Watchkeeping Duty prescribed by the Maritime Administration.
Should the minimum period of twelve months or one (1) year of Onboard Training (OBT) be continuous?

As a general rule, for practical considerations, it should be continuous as much as possible. However, it may be done cumulatively subject with the training programs of the Shipping Company provided that the total period onboard should not be less than 12 months.

Should the one (1) year Onboard Training (OBT) be done in only one (1) vessel?

Not necessarily. A cadet may be transferred from one vessel to another within one (1) year period, provided that the vessel one is boarding is not less than 500 gross tons for deck cadets and not less than 750 kw propulsive power for Engine Cadets.

In what vessels may the Onboard Training (OBT) be undertaken?

Onboard Training (OBT) may be undertaken in any commercial vessel as defined by RA 8544, domestic or foreign, as long as such vessel is NOT LESS THAN 500 GROSS TONS for Deck Cadets or NOT LESS THAN 750 KW for Engine Cadets both EXCEPT Fishing Vessels.

What will happen if a cadet undertakes one Onboard Training (OBT) in a vessel other than a commercial vessel as defined by law or has a Gross Tonnage of Engine KW less than that prescribed?

An Onboard Training (OBT) will not be credited no matter how long one stays on board. His or Her service may be a good learning experience, but it will not be credited towards the one year Onboard Training  requirement. The cadet therefore, despite one’s shipboard experience, cannot obtain his/her BSMT or BSMarE degree.

What are the specific requirements for Onboard Training?

After completing the classroom instructions (formerly known as CAR or Completed Academic Requirements) students are responsible for the following:

    • Attend On Board Training (OBT) Orientation to know its whereabouts. This is normally being conducted before completion of your Classroom Instructions (CCI) for OBT.
    • Before your approved ISF Training Record Book (TRB) be issued. You need to pass the Pre-Shipboard and TRB Familiarization Online Exam. Cadet should login to his/her respective account in the institutions CU OBT Online Monitoring for the details and instructions in how to take this TRB Familiarization Review and Exams.
    • For OBT Office monitoring purposes: Register to CU-OBT Office Online Monitoring System and like STO CU facebook page inside the system for updates with OBT Office news and announcements. It is the responsibility of each Cadet to update your profile i.e. Cadet’s details, decent picture to be uploaded, Shipping Information and other relevant information.
    • Enroll your OBT year or Apprenticeship 4th Year, before embarkation and secure approved TRB from OBT Office. Students who are not enrolled before embarkation (already on board) can still enroll but OBT will be counted from the date of Enrollment. To be safe you better enroll your 1st Sem Apprenticeship year upon the start of next semester right after you completed your Classroom Instructions (CCI). For more enrollment details, refer Section 5.0 of the OBT Manual posted within your CU-OBT Office Online Monitoring System.
    • Note: If student fails to board the vessel within 5 months from the date of Enrollment, notify OBT Office for such update through any social media available preferably the STO-CU Help page or by email.
    • Once you will be lined up to board a vessel (should be 500 or more Gross Tonnage for BSMT Cadets and 750 or more Kilowatt for BSMarE Cadets), a Shipboard Training Agreement or Contract of Employment shall be duly signed by all Parties i.e. Shipping Company Representative, the Cadet itself or at some occasions Capitol University (CU) OBT Supervisor subject with Shipping Companies documentation requirements. Immediately a copy of this duly signed document needs to be uploaded through the CU Online Monitoring along with other pertinent documentary proof i.e. embarkation order acquire or secure a Standard Training Agreement or Contract of Employment.
    • Notify or update OBT Supervisor or formerly known as STO for briefing prior to embarkation.
Why and What are the requirements to enroll the Onboard Training (OBT) year?

Upon the completion of the classroom instructions in CU-CME, cadet may enroll for their 4th Year (Apprenticeship) First Semester in preparation to board any vessel of 500 GRT (D/C) or 750 kW Power Main Engine (E/C) except fishing vessels.

Documents required for First Sem Apprenticeship Enrollment:

    •  Authentic Training Record Book (ISF Approved latest edition).

      a.       Latest Edition can be purchased in CU Gift Shop. Before purchase Cadet to ensure that he MUST have attended the TRB Familiarization Training and he pass the required Examination for this purpose. The online examination shall be announced by the STO using all media possible mainly with the Facebook messenger.

      b.      All pages of the TRB should be stamped with Student CU ID No. and the CU-STO Stamped.

      c.       A copy of this first page showing the control number to be submitted before the STO signed for it as needed by CHED enrolment report by the Registrar.

    • Pay the corresponding First Semester required Fees duly noted by Cashier/Assessment/Registrar.
    • Once onboard Cadet shall submit the documentary requirements before he/she can enroll for their 4th Year (Apprenticeship) First Semester before the Cadets be deemed officially onboard.
    • Cadets have to Enroll their OBT year or Apprenticeship 4th Year, before embarkation and secure approved TRB from OBT Office. Students who are not enrolled before embarkation (already on board) can still enroll but OBT will be counted from the date of Enrollment. To be safe Cadet have to enroll their 1st Sem Apprenticeship year upon the start of next semester  after completing the Classroom Instructions (CCI). For more enrollment and documentary requirements, refer Section 5.0 of the OBT Manual posted within your CU-OBT Office Online Monitoring System.
    • On next available semester Cadets have to Enroll their Second Semester of their OBT year before disembarkation. Failure to enroll your remaining 2nd Semester may delay the processing of your Bachelor of Science (BS) degree. The standing rule for 2nd Sem enrollment requirements is that you have to pay full first the 1st Semester before you will be enrolled with your 2nd You may opt to enroll one time both Semesters but the First Sem be fully paid first or both.
What are the documentary requirements for Onboard Training?

The list of Documents to be uploaded online are specified in the CU-OBT Office Online Monitoring System. These documents are grouped as Pre OBT documents CV i.e. includes but not limited to  training certificates, medical certificates and etc. While on OBT  documents TRB pages upload, Journals, Sea Projects, Masters Declaration of Safe Departure (MDSD) with Crewlist duly certified by Phil. Coast Guard (PCG) and Post-OBT documents

How does a CU-CME cadet qualify in the Cadetship Program of Shipping/Manning Companies?

The CU-CME cadet must take and pass the qualifying examinations and interviews of the Shipping/Manning Companies/Agencies including medical, psychological, drug and eyesight examination tests.

When does a CU-CME cadet considered graduate from the BSMT / BSMarE Program?

As a general rule, Students who have validated TRB or OBT Documentary evidences shall qualify to undergo assessment. Assessment shall follow pertinent assessment policies and procedures specified under QSS of Capitol University. Methods in assessing students shall be done through:

    • Written or computerized examination – based on TRB under Section A-11/1 & Section A- III/1 of the STCW Code for BSMT and BSMarE
    • Interview (oral assessment) students on the learning competencies acquired onboard based on TRB, Sea Projects and Daily Journal entries of watchkeeping duties by Panel composed with Dean or duly authorized representative, OBT Supervisor, and 1 professional instructor, all of whom are qualified assessors of Capitol University.
    • For 36 Months: Same method of assessment shall be done except for TRB Verification and Daily Journal.
    • Written, Interview and Panel Interview are done to ensure and demonstrate that the students being assessed acquired the necessary learning outcomes for the issuance of BSMT or BSMarE Degree.
    • For Grading: Weight percentage for the written exam, panel interview and other criteria to sum up as the students’ final grade.
    • The assessment results shall be recorded and signed by the assessors and consolidated by the OBT Supervisor who will then sign the official grading sheet to be submitted to the Registrar.
    • Registrar may then submit all the pertinent Documents to CHED Regional Office for further verifications and eventual issuance of Special Orders.
What are the benefits acquired by the CU-CME cadet as a result of his BSMT/BSMarE Graduation?

The Cadet is entitled to:

    • Diploma in Bachelor of Science in Marine Transportation (BSMT) or Bachelor of Science in Marine Engineering (BSMarE).
    • Eligible to take the MARINA licensure examination for OIC Deck/Engine License Officers/Engineers.
Who is in charge of the Onboard Training Program in the CU-CME?

This program is supervised by the  Onboard Training Supervisor (OBT Supervisor) duly designated by the Capitol University Administration from among the licensed and qualified faculty of the CU-CME.

The OBT Supervisor is supported by an OBT Secretary and assisted by a staff in the management of the Onboard Training (OBT) Program.

BACHELOR OF SCIENCE IN MARINE TRANSPORTATION

The BSMT Program is a FOUR-YEAR COURSE that leads to the degree of Bachelor of Science in Marine Transportation. The curricular structure is THREE (3) YEARS academics and ONE (1) Year Practicum or Shipboard Training.    The academic phase of three (3) years is undertaken in the school and the one (1) year shipboard training phase is undertaken on board a commercial vessel of not less than 500 GROSS TONS.

The Shipboard Training phase of one (1) year an integral part of the BSMT Curriculum must be duly enrolled, supervise and assess otherwise, the Cadet is not eligible for graduation from the BSMT program. It is structured and monitored by the Shipboard Training Officer (STO) and may be undertaken after the Cadet has finished the three (3) year academic phase under the 3 – 1 concept.

The CU-CME-BSMT Cadet is forewarned that to insure a continuity of his studies from the academic phase to the Shipboard Training phase, he must study hard and prepare right from the first year to pass the qualifying examinations given by shipping/manning companies for the Cadetship Shipboard Training Program.

WHAT COMES AFTER COMPLETING THE COURSE?

A graduate of this course enjoys the privilege of employment with overseas-based shipping companies.

At sea, Merchant Marine Officers are employed in Navigation capacity on the whole range of sea-going vessels. These include the following major types:

  • Oil, Gas and Chemical tankers
  • Bulk cargo carriers
  • Cargo, Container ships, Feeders
  • Fishing vessels
  • Ferries and cruise ships
  • Offshore support vessels
  • Car Carriers

Ashore, they may work in a management, administrative or operational role across a wide range of business and commerce. Employers include:

  • Shipping companies
  • Marine insurance companies
  • Maritime regulatory authorities
  • Maritime training, Maritime schools and academies
  • Recruitment companies
  • Port operations, Port Agency, including Pilotage
  • Other opportunities; as shipping business is very broad and covers 90 percent of world trade
